Nominate the next Kiwanis Top Cop

Kiwanis is inviting the public to help recognize police officers dedicated to improving the lives of others beyond their regular duties.

“For 50 years, the Top Cop Award has recognized the volunteer service of our city’s police officers and their commitment to give back to the community,” says Beverly Levis, President of the Kiwanis Edmonton Oil Capital Club. 

“We invite Edmontonians to help us celebrate this remarkable milestone by nominating an officer who exemplifies the values of leadership, compassion, and community-building that Kiwanis and EPS stand for.” 

Established through a partnership between the local Kiwanis Edmonton Oil Capital Club and the Edmonton Police Service in 1975, the award was created to recognize “meritorious community service” rather than contributions to law enforcement, which was unique for police awards at the time. 

The first Top Cop Award was presented in 1976 to Staff Sergeant Joe Dumonceaux, who was recognized for his involvement in community league activities, and his leadership as a coach and official working to reduce violence in minor hockey.

Five decades later, the spirit behind that first award lives on through officers who give back to their communities in remarkable ways.

Last year’s Top Cop, Constable Thomas Cleal, was recognized for his leadership supporting Special Olympics Alberta through the Law Enforcement Torch Run, the Polar Plunge, and Cops, Pops and Pizza.  Through his tireless volunteer efforts, Cleal has helped raise awareness and vital funds so athletes with intellectual disabilities can train, compete and thrive.

Top Cops exemplify what it means to lead with heart, making valuable contributions whether coaching children’s sports, mentoring youth, supporting seniors, raising funds for charities or community leagues, or helping the less fortunate.  

“Police officers are often humble about their volunteer work, but their commitment to giving back reflects how deeply they care about the community beyond their duties,” says Superintendent Bart Lawczynski of the Edmonton Police Service. 

“That’s what makes the Kiwanis Top Cop Award so meaningful, it helps to shine a spotlight on officers who serve with heart well beyond the uniform, often inspiring others to follow in their footsteps.” 

The Kiwanis Club will announce the 50th Top Cop at a formal ceremony and present a $1,000 donation to a charity or non-profit of the winner’s choice, helping to extend the impact of their volunteer efforts.

Members of the public and community organizations are encouraged to submit nominations for the Top Cop Award before April 30, 2026.
